Dr. F\u0131rat TUFAN<\/strong><\/p>\n\n\n\n<p>Birle\u015fmi\u015f Milletler E\u011fitim, Bilim ve K\u00fclt\u00fcr \u00d6rg\u00fct\u00fc (UNESCO) ile \u00fcye devletlerin \u00f6nerisiyle radyonun \u00f6nemini bir kez daha vurgulamak ve radyo arac\u0131l\u0131\u011f\u0131yla \u00f6nemli toplumsal meseleleri g\u00fcndeme getirmek amac\u0131yla 2012 y\u0131l\u0131ndan beri her y\u0131l 13 \u015eubat \u201cD\u00fcnya Radyo G\u00fcn\u00fc\u201d olarak kutlan\u0131yor. Bug\u00fcn t\u00fcm d\u00fcnya radyolar\u0131, yay\u0131n i\u00e7eriklerini ve anonslar\u0131n\u0131 k\u0131smen ya da tamamen bug\u00fcne \u00f6zel tasarlarken, yerelden k\u00fcresele radyo yay\u0131nc\u0131lar\u0131 aras\u0131nda i\u015f birli\u011fi olanaklar\u0131 g\u00fc\u00e7lendiriliyor. UNESCO\u2019nun bug\u00fcne \u00f6zel belirledi\u011fi temalar, yeni tart\u0131\u015fma zeminleri a\u00e7arken, radyonun demokrasiye olan katk\u0131s\u0131n\u0131 yeniden g\u00f6rmemizi sa\u011fl\u0131yor. Bug\u00fcne dek, toplumsal cinsiyet e\u015fitli\u011fi, bar\u0131\u015f, diyalog, ho\u015fg\u00f6r\u00fc, \u00e7e\u015fitlilik, spor ve ola\u011fan\u00fcst\u00fc h\u00e2l durumlar\u0131nda radyonun i\u015flevi gibi \u00e7e\u015fitli konular \u00e7er\u00e7evesinde kutlanan D\u00fcnya Radyo G\u00fcn\u00fc\u2019n\u00fcn bu y\u0131lki temas\u0131 \u201cgeli\u015fim\u201d, \u201cyenilik\u201d ve \u201cba\u011flant\u0131\u201d. UNESCO, bu y\u0131lki tema ile radyonun geli\u015fen teknoloji ile d\u00f6n\u00fc\u015f\u00fcm\u00fcne, uyum sa\u011flayabilme yetene\u011fi ile s\u00fcrekli yenilenmesine ve ileti\u015fim g\u00fcc\u00fcyle bireyleri ve toplumlar\u0131 bir arada tutabilme kabiliyetine vurgu yap\u0131yor.<\/p>\n\n\n\n<p>Radyo, yaln\u0131zca sese dayal\u0131 yap\u0131s\u0131 ile bireysel oldu\u011fu kadar mobil bir ara\u00e7t\u0131r ve ayn\u0131 zamanda i\u00e7erik \u00e7e\u015fitlili\u011fi ve s\u00f6ylem dili ile t\u00fcm insanl\u0131\u011f\u0131 kapsayabilecek niteliktedir. K\u00fcresel d\u00fczeyde hala yayg\u0131n bi\u00e7imde kullan\u0131lan bu ortam, demokratik s\u00f6ylem geli\u015ftirmek i\u00e7in \u00e7ok uygun platformlar olu\u015fturur. Radyo k\u00fc\u00e7\u00fck topluluklardan, ulus \u00f6tesi geni\u015f kitlelere ula\u015fabilme kabiliyeti ile t\u00fcm seslerin konu\u015fabilece\u011fi ve temsil edilebilece\u011fi bir ortam sunar. D\u00fcnya \u00f6rneklerine bak\u0131ld\u0131\u011f\u0131nda, yerel k\u00fclt\u00fcrlerin \u00f6n planda oldu\u011fu, \u00e7e\u015fitlilik anlam\u0131nda kamusal yay\u0131nc\u0131l\u0131k uygulamalar\u0131n\u0131n oda\u011fa al\u0131nd\u0131\u011f\u0131, demokratik ve kat\u0131l\u0131ma a\u00e7\u0131k alternatif yay\u0131nc\u0131l\u0131k uygulamalar\u0131n\u0131n te\u015fvik edildi\u011fi olu\u015fumlar\u0131n desteklenmesi sonucunda, radyoya olan g\u00fcvenin artt\u0131\u011f\u0131 g\u00f6r\u00fclmektedir. Yaln\u0131zca m\u00fczik ve e\u011flence odakl\u0131 ticari uygulamalar\u0131n ya\u015fam alan\u0131 bulup geli\u015fti\u011fi bir ortamda ise \u201cradyo bitti mi, bitiyor mu\u201d tart\u0131\u015fmalar\u0131 s\u00fcrer gider.<\/p>\n\n\n\n<p>Akademi ile radyonun i\u015f birli\u011fi, radyonun ke\u015ffedildi\u011fi ilk y\u0131llar itibar\u0131 ile \u00f6nemsenen ve t\u00fcm d\u00fcnyadaki e\u011fitim uzmanlar\u0131n\u0131n da ilgi alan\u0131na giren bir konudur. \u00dcniversite radyolar\u0131n\u0131n geli\u015fmi\u015f \u00fclkelerde tamamlay\u0131c\u0131 e\u011fitsel bir yakla\u015f\u0131mla topluluk radyosu \u00f6rne\u011fi sergilemesi tesad\u00fcf de\u011fildir. Bu radyolar \u00e7o\u011funlukla, kat\u0131l\u0131mc\u0131 bir \u00fcslupla, yerel topluluk k\u00fclt\u00fcrlerini merkeze alan, demokrasi, \u00e7ok seslilik ve tolerans\u0131 g\u00fc\u00e7lendirecek bi\u00e7imde yap\u0131land\u0131r\u0131lm\u0131\u015ft\u0131r.<\/p>\n\n\n\n<p>\u00dcniversite radyolar\u0131n\u0131n e\u011fitsel rol\u00fc, i\u00e7erisinde mutlaka \u00f6\u011frencilerin yay\u0131nc\u0131l\u0131k pratikleri kapsam\u0131ndaki e\u011fitimlerini de bar\u0131nd\u0131r\u0131r. \u00dcniversite b\u00fcnyesinde \u00e7al\u0131\u015fan akademisyenler ve ara\u015ft\u0131rmac\u0131lar\u0131n yine \u00fcniversite b\u00fcnyesinde i\u015fletilen radyo ile olan i\u015f birlikleri ve ortak \u00e7al\u0131\u015fmalar\u0131 niteliksel a\u00e7\u0131dan radyonun ve dinleyicilere sunulan \u00e7\u0131kt\u0131lar\u0131n \u00e7ok daha etkili ve verimli olmas\u0131n\u0131 sa\u011flar. Dahas\u0131, evrensel, demokratik bir yakla\u015f\u0131mda, \u00f6zg\u00fcr d\u00fc\u015f\u00fcnce ve bilimin merkezi konumunda g\u00f6r\u00fclen \u00fcniversiteler b\u00fcnyesinde faaliyet g\u00f6steren radyolar\u0131n, \u00fcniversite kaynaklar\u0131yla olan organik ba\u011f\u0131n\u0131n, alternatif yay\u0131nc\u0131l\u0131k ya da topluluk yay\u0131nc\u0131l\u0131\u011f\u0131n\u0131n kat\u0131l\u0131mc\u0131 ve demokratik yap\u0131s\u0131yla b\u00fct\u00fcnle\u015fik bi\u00e7imde faaliyetlerini y\u00fcr\u00fctmesi, bu radyolardan beklenen \u00f6nemli bir misyondur. Bununla birlikte, \u00fcniversitelerin birer e\u011fitim-\u00f6\u011fretim merkezi olmas\u0131ndan dolay\u0131, \u00fcniversite b\u00fcnyesindeki radyolar\u0131n tarihsel s\u00fcrecinde benimsedi\u011fi ve uygulamaya koydu\u011fu ilk ve en temel yakla\u015f\u0131m \u201ce\u011fitim\u201d olmu\u015ftur.<\/p>\n\n\n\n<p>Radyo, y\u00fcz y\u0131l\u0131 a\u015fk\u0131n tarihi boyunca; okuma yazma bilmeyenlerin, yabanc\u0131 dil \u00f6\u011frenmek isteyenlerin, \u00e7ift\u00e7ilerin, \u00e7ocuklar\u0131n okulu, toplumlar\u0131n en g\u00fcvenilir haber kayna\u011f\u0131, bireylerin g\u00fcndelik ya\u015fam e\u011flencesi, k\u00fclt\u00fcr\u00fcn, sanat\u0131n sesi, g\u00f6rme engellilerin sesli k\u00fct\u00fcphanesi, yoksullar\u0131n, az\u0131nl\u0131klar\u0131n sesini duyurabilece\u011fi kamusal alan\u0131, hastalar\u0131n ba\u015fucu konsollar\u0131nda bulunan en yak\u0131n arkada\u015f\u0131, mahkumlar\u0131n rehabilitasyon arac\u0131 ve hepsinden \u00f6te insanl\u0131\u011f\u0131n \u201cses\u201di oldu.
