G\u00f6r. Akif Fidano\u011flu de\u011ferlendirdi.<\/p>\n<p>Trafik kazalar\u0131, D\u00fcnya Sa\u011fl\u0131k \u00d6rg\u00fct\u00fc\u2019n\u00fcn 2015 verilerine g\u00f6re her y\u0131l yakla\u015f\u0131k 1,3 milyon ki\u015finin \u00f6l\u00fcm\u00fcne sebep olarak, t\u00fcberk\u00fclozdan sonra dokuzuncu s\u0131rada yer al\u0131yor. Uzmanlar bu kazalar\u0131n y\u00fczde 90&#8242; \u0131n\u0131n insan hatalar\u0131ndan kaynakland\u0131\u011f\u0131n\u0131 belirtirken, ula\u015f\u0131m sistemlerinin altyap\u0131sal yetersizlikleri de insanlar\u0131 b\u00fcy\u00fck problemlerle kar\u015f\u0131 kar\u015f\u0131ya b\u0131rak\u0131yor. Ula\u015f\u0131m\u0131n iyile\u015ftirilmesi i\u00e7in d\u00fczg\u00fcn bir \u015fehir planlamas\u0131 yap\u0131lmas\u0131 gerekti\u011fini kaydeden Ar\u015f. G\u00f6r. Akif Fidano\u011flu, \u00f6zellikle \u0130stanbul\u2019daki n\u00fcfus ve bina yo\u011funlu\u011funun, ula\u015f\u0131m altyap\u0131s\u0131 olu\u015fturma maliyetini art\u0131rd\u0131\u011f\u0131n\u0131 belirtti. Bu noktada en \u00f6nemli yat\u0131r\u0131m\u0131n rayl\u0131 sistemlere yap\u0131lmas\u0131 gerekti\u011fini ifade eden Ar\u015f. G\u00f6r. G\u00f6r. Fidano\u011flu, \u015fu ifadeleri kulland\u0131: \u201cOtob\u00fcslerdeki bilgilendirme ekranlar\u0131ndan, ula\u015f\u0131m i\u00e7in kulland\u0131\u011f\u0131m\u0131z mobil uygulamalara, s\u00fcr\u00fcc\u00fcs\u00fcz metrolardan otoban ve yollarda trafik durumunu belirten tabelalara kadar her \u015fey asl\u0131nda ak\u0131ll\u0131 ula\u015f\u0131m sisteminin bir par\u00e7as\u0131. Bizim kullan\u0131c\u0131 olarak dikkat etmedi\u011fimiz bir\u00e7ok sistem de mevcut. Trafik \u00f6l\u00e7\u00fcm sistemleri, trafik denetleme sistemleri, ara\u00e7 i\u00e7erisinde ara\u00e7tan bilgi almaya yarayan ekipmanlar. Fidano\u011flu, as\u0131l dikkat \u00e7ekilmesi gereken noktan\u0131n ise ara\u00e7 kullan\u0131m al\u0131\u015fkanl\u0131klar\u0131 oldu\u011funu s\u00f6yledi. \u201cAmerika Birle\u015fik Devletlerin&#8217;de 80\u2019li y\u0131llarda 20-24 ya\u015f aras\u0131 i\u00e7in ehliyet sahibi insan oran\u0131 y\u00fczde 90 seviyelerindeyken, 2000\u2019li y\u0131llarda bu oran y\u00fczde 70 seviyelerine gerilemi\u015f durumda\u201d diye konu\u015fan Ar\u015f. G\u00f6r. Fidano\u011flu, trafikteki ara\u00e7 say\u0131s\u0131n\u0131n azalt\u0131lmas\u0131n\u0131n \u00f6nemli iyile\u015ftirmeler aras\u0131nda yer ald\u0131\u011f\u0131n\u0131 kaydetti. Ula\u015f\u0131m sistemini ba\u015ftan a\u015fa\u011f\u0131 de\u011fi\u015ftirecek yeni bir geli\u015fmenin de e\u015fi\u011finde olundu\u011funu vurgulayan Ar\u015f. G\u00f6r. G\u00f6r. Fidano\u011flu ifadelerini \u015f\u00f6yle s\u00fcrd\u00fcrd\u00fc: \u201cTrafik kazalar\u0131n\u0131n temelde \u00fc\u00e7 ana sebebi vard\u0131r: \u0130nsan, ara\u00e7 ve \u00e7evre. Bu noktada \u00f6zellikle insan fakt\u00f6r\u00fcne a\u011f\u0131rl\u0131k vermemiz gerekti\u011fini d\u00fc\u015f\u00fcn\u00fcyorum. Alkoll\u00fc ara\u00e7 kullan\u0131m\u0131, a\u015f\u0131r\u0131 h\u0131z, dikkatsizlik gibi durumlar s\u00f6z konusu. Trafik kazalar\u0131n\u0131n sebeplerine bakt\u0131\u011f\u0131m\u0131zda genelde hep insanlar\u0131n ihmalk\u00e2rl\u0131\u011f\u0131n\u0131 g\u00f6r\u00fcyoruz. E\u011fer otonom ara\u00e7lar \u00e7ok ciddi bir \u015fekilde ula\u015f\u0131m sisteminde kullan\u0131lmaya ba\u015flan\u0131rsa insan kaynakl\u0131 kazalarda ciddi bir azalma olacakt\u0131r. Fakat bunun k\u0131sa vadede ger\u00e7ekle\u015fme durumu \u00e7ok muhtemel de\u011fil. Bu sebeple mevcut durumda en etkili \u00e7\u00f6z\u00fcm ceza-i yapt\u0131r\u0131mlar\u0131n artt\u0131r\u0131lmas\u0131d\u0131r.
